TOVO BREEDERS HIGH STAKES FUTURITY
RULES AND REGULATIONS
Both the SIRE and DAM of a foal must be listed with the TOVO Breeders High Stakes Futurity according to the following rules
and regulation before said foal is considered eligible for entry in any of the TOVO Breeders High Stakes Futurity classes.
1. STALLION LISTINGS
A. Stallion listing fee of $125 must be paid by DECEMBER 31st of the breeding year and will be designated as a listing
for the year in which the served mare foals.
B. The listing fee can be paid any time PRIOR to the Futurity entry closing date (August 15th) for which the foal would be
eligible to participate in. Late penalties will be assessed as follows: January 1st through January 31st of the foaling year will be
doubled or $250, February 1st through the Futurity entry closing date of the foaling year will be triple or $375.
C. If a stallion is leased, the lease agreement must be approved and on file with the APHA office and a copy of such
agreement must be forwarded to the TOVO futurity chairman’s attention.
D. The stallion listing fee may be paid by the stallion owner/lessee or by a person other than; however permission must be
provided in writing if it is to be someone other than the owner/lessee except: If the stallion owner fails to respond to other
interested parties upon inquiring to list, these parties must notify the TOVO futurity office and at that time the TOVO futurity
office will send a certified letter to the owner/lessee with request for listing. If there is no reply to this listing request within ten
(10) working days, the other parties will be allowed to pay the stallion listing fee at the current rate and are eligible for any
monies paid back in the stallion purse.
Stallion Fee Schedule: By December 31st $125.00
January 1st- January 31st $250.00
February 1st- August 15th $375.00
2. MARE NOMINATIONS
A. Mare nomination fee of $60 must be paid by March 1st of the year the foal is born and eligible to participate in the
Weanling Futurity and will be designated as a nomination for that year.
B. The nomination fee can be paid at any time prior to the Futurity entry closing date (August 15th) for which the foal
would be eligible to participate in. Late penalties will be assessed as follows: March 2nd through May 1st of the year of
foaling the mare nomination fee will be double or $120, or May 2nd until the entry closing date (Aug. 15th) for which the
foal would be eligible to participate in the Weanling Futurity would be triple or $180.
C. Only mares served by listed stallions are eligible for nomination. If the stallion you bred to is not listed for the foaling
year, the mare owner can nominate the stallion at no late fee until January 31st.
D. Once the mare has been nominated, the resulting foal will be eligible to be paid up in one or all of the following listed
Futurities with solid paint bred foals shown with the colored foals on an equal basis in all futurities:
· Weanling Halter Futurities for Colts or Gelding and Fillies–Early/Late Divisions (see Rule 4).
· Yearling Halter Futurity for Colts, Fillies & Gelding, Yearling Longeline Futurity.
· Two- Year Old Hunter Under Saddle & Western Pleasure
Three Year Old Hunter Under Saddle & Western Pleasure (NEW FOR 2009)
E. Of importance to note is the fact that an eligible foal is not required to show in a subsequent futurity to remain eligible
for any of the remaining futurities; i.e. if you do not wish to show the foal in the Halter Futurities, you need pay no additional
sustaining fee to remain eligible for the Pleasure Futurities. BUT ALL foals to be eligible for any of the futurity as yearlings or
two year olds MUST be nominated their weanling year.
3. Only foals with APHA regular or solid paint bred registry will be eligible for these Futurities. Solid paint bred foals will be
shown with the colored foals and judges will be advised to judge them on an equal basis.
4. Weanling Halter Futurity Divisions for Colts/Gelding and Fillies will be as follows: There will be two equal divisions for each
sex (male/female). A floating birth date system will be used to divide all Weanling Futurities as equally as possible based on fully
paid entries at the date of the final payment.
5. THERE WILL BE NO REFUNDS OF ANY FEES PAID TO TOVO BREEDERS HIGH STAKES FUTURITIES.
No substitutions will be allowed except as follows:
A. Broodmares that expire prior to the foaling date may have a substitute that has been bred to a listed stallion. Substitute
mares may be nominated without penalty fee. Veterinarian documentation is ABSOLUTELY necessary or the substitute mare
will not be allowed or accepted by the TOVO.
B. If the nominated mare does not produce a live foal (A LIVE FOAL IS A FOAL STANDING AND NURSING
WITHOUT ASSISTANCE FOR 48 HOURS AFTER BIRTH) the nomination fee can be advanced to the same mare
or the following year OR the owner of said mare can substitute a mare they own, bred to the same stallion as the
non-producing mare, PROVIDING NOTIFICATION IS SENT TO THE TOVO OFFICE BY JULY 30th OF THE
FOALING YEAR ALONG WITH VETERINARIAN DOCUMENTATION or the fee will not be advanced or mare
substitution allowed.
C. Mares that are nominated and do not foal due to absorption or failing to conceive will be considered the same as
mares that do not produce a live foal as referred to as the above rule B. Veterinarian documentation is ABSOLUTELY
necessary stating that this mare will not foal in the year she had been nominated and advancing of this mare to the next
year will not be allowed until such documentation is given to the TOVO.
D. If embryo transfer is used a mare nomination is required for each resulting foal.
E. Veterinarian documentation of Rules 5A, B and C is ABSOLUTE. If this documentation is not sent to the
TOVO office by July 30th of the foaling year your mare will not be advanced or substituted.
6. Futurity Entry Fees: All classes are $150.00.
A. Entry fees due by Aug. 15th.
7-A. All owners and exhibitors must be members in good standing with GCPHC.
7-B. Owners and or exhibitors will be responsible for entering the eligible horse in the correct futurity class.
7-C. The TOVO Breeders High Stakes Futurity is held during the Tulsa State Fair in Tulsa, OK. All owners/exhibitors
MUST enter the corresponding State Fair class via entries obtained through the Tulsa State Fair website or Premium book to
be eligible to receive futurity payback monies.
8. An entry must be exhibited in all go-rounds of their respective futurity and the corresponding Tulsa State Fair class to
be eligible to receive payback monies. Separate Fair entries must be made to the Fair in accordance to their rules and deadlines
as outlined in their Premium Book
9. The TOVO Futurity office will be open prior to each futurity for issuing number and checking papers. HOWEVER THE
TOVO Futurity office will CLOSE two (2) hours prior to the beginning the futurity division.
10. A tie breaking judge will be picked before the start of each Futurity to determine the distribution of non-cash awards only.
Monies will be split evenly in case of ties.
11. Insufficient checks or stop payment checks will result in automatic disqualifications. This rule will be strictly enforced.
12. It will be mandatory for each person earning money to give their Social Security or FEIN number before any prize money
will be issued.
13. Prize monies will be paid to the person whose SSN or FEIN is on file for each entry.
14. All Futurity classes will be judged by three or more judges and all scores being used to determine the winner. In the event
of a tie score, one judges’ score will be used as the tiebreaker, to determine non cash awards, with the tiebreaking judge selected
prior to the Futurity.
15. Registration certification, or copies thereof, must be presented to the TOVO secretaries prior to the start of their respective
futurity and will be used for identification purposes. It is requested, although not mandatory, that each mare owner provide the
TOVO office with a copy of the foal’s papers whether or not the foal is shown and that all new owners be listed with the/TOVO
office. In this way, the TOVO office will be able to contact the new owners with entry forms for upcoming futurities.
16. In each and every Futurity, the horses will be place from first to tenth place and each horse will receive points according to
the position in which it is placed. The point system is as follows:
Point Tabulation:
First place– 10 points Second place– 9 points Third place– 8 points
Fourth place– 7 points Fifth place– 6 points Sixth place– 5 points
Seventh place– 4 points Eighth place– 3 points Ninth place– 2 points
Tenth place– 1 point
17. Payoffs for the TOVO Breeders High Stakes Futurity and Stallion Owners Purse will be as follows:

18. Payback will be based on the number of entries in the show ring for the first go-round. Futurity purses will be paid by
the Tulsa State Fair as soon as possible at the conclusion of the fair.
19. By entering this futurity, owners and handlers acknowledge the right and give permission to the managers of the futurity
to do drug testing on any or all entries, randomly or in any manner decided upon by the management and to take appropriated
action. (APHA Rule Book guidelines will be used).
20. Any complaints must be presented to the GCPHC/TOVO Board of Directors in writing. All decisions made by the Board
are final. Verbal abuse and un-sportsmanlike conduct will not be tolerated, and exhibitors and /or owners may be disqualified
and monies and awards forfeited. APHA will be notified by letter regarding the incident. In these cases, there will be NO
refund of entries paid and exhibitor and/or owner loses the right to claim for damages. Any incidents not covered by this rule
will follow the current APHA rulebook.
21. By entering this Futurity, owners and handlers acknowledge the right of the managers of the futurity to recognize animal
abuse and/or mistreatment and to take appropriate action.
A. Head tie downs of any kind are not allowed on yearling longeline participants on the grounds of any TOVO longeline
futurity.
22. Violations found of Rule 19, 20, and 21 will result in disciplinary action by GCPHC/TOVO Board of Directors, to include
disqualification, fines and/or suspension from future TOVO futurities. Additionally, all paid entry fees will be forfeited.
23. Any person on suspension from APHA is not eligible to exhibit in any TOVO futurity.
24. The TOVO reserves the right to refuse, accept conditionally or cancel any entry. TOVO may also disqualify or prohibit
exhibitors of entries without claims for damages.
25. The TOVO will in no case be responsible for any loss, damage, or injury to horses exhibited; for any article of any kind
or nature that may be lost, stolen, destroyed or in any way injured. Each exhibitor will be solely responsible for any
consequential or other loss, injury, or damage do to, or occasioned by, or arising from any horses or article owned or exhibited
by him/her, and shall indemnify the TOVO against all legal or other proceedings, claims, or demands of any kind of nature in
regard thereto, or that may arise from the negligence of the person in charge of any such horse or article.

or any GCPHC board of director member.
27. ALL DECISIONS MADE BY THE TOVO COMMITTEE OR GCPHC BOARD OF DIRECTORS
REGARDING ANYONE OR ANY PART OF THESE FUTURITIES WILL BE FINAL.
